Ice Facial For Smaller Pores And Better-Looking Skin? (VIDEO)

We first heard about the very bizarro-sounding ice facials on Pinterest. The idea behind it is pretty simple: by running ice over your pores, you can effectively reduce their size and appearance. Huh. It sounded at once intriguing and totally dubious. So naturally we headed over to YouTube to see if we could clear things up.

YouTube beauty blogger Michelle Phan had some insight with this green tea and vitamin E-infused ice facial tutorial. By mixing those two ingredients with water and freezing the concoction into an ice tray, you can reduce any A.M. puffiness by rubbing the murky-looking ice cubes over your face. Phan explains that the ice facial minimize swelling and will also help constrict large pore size. And bonus, the antioxidants from the tea fights free radicals.

While icing your pores seems like it could have short-term benefits, we've read that long-term use has helped stave off acne. Have any of you ever iced your pores? Is this some secret amazing skin trick we've been missing out on ... or is it kind of bogus?

Barges stuck as oil spill jams Mississippi River

VICKSBURG, Miss. -- With more than 50 vessels idled on the water for a fourth day Wednesday, authorities said they still did not know when they would be able to reopen a 16-mile stretch of the Mississippi River that was closed due to an oil spill.

A plan to pump oil from a leaking barge onto another barge ? a process known as lightering ? had been approved, but it was unclear how long that would take, Coast Guard Petty Officer 3rd Class Jonathan Lally said Tuesday. He said the other barge was en route.

Severe weather that was expected to sweep through the area could shut down cleanup operations for a time, prolonging the process further, authorities said.

Crews have been working around the clock to contain and remove oil since the barge, owned by Corpus Christi, Texas-based Third Coast Towing LLC, struck a railroad bridge and began leaking early Sunday. The company has refused to comment on the incident.

Lally also noted that about 7,000 gallons of crude oil were unaccounted for aboard the barge. He said it was not clear whether all of it spilled into the river or some seeped into empty spaces inside the barge.

At least 54 vessels, including towboats and barges, were idled on the river, one of the nation's vital commerce routes.

More than 168 million tons of cargo a year moves along the Mississippi between Baton Rouge, La., and the mouth of the Ohio River, carried by nearly 22,300 cargo ships and 162,700 barges, according to the Army Corps of Engineers. About 3.6 million tons of cargo is handled annually by the port of Vicksburg.

When low water threatened to close the river earlier in January, the tow industry trade group American Waterways Operators estimated that 7.2 million tons of commodities worth $2.8 billion might be sidelined over the last three weeks of the month.

Salt destined for Northern roads moves upriver in January, said spokeswoman Ann McCulloch. "We're still moving corn, soybeans and grain, but also coal and petroleum ... stone, sand and gravel," she said Tuesday.

Barges carry 20 percent of the nation's coal and more than 60 percent of its grain exports, according to the group.

Ron Zornes, director of corporate operations for Canal Barge Co. of New Orleans, said each idled towboat could cost a company anywhere from $10,000 to $100,000 a day. The low end would be for a single boat with a couple of barges and the high end for one in "a system of towboats that acts sort of like a bus system."

"So if one bus is stopped it gums up the whole system," he said.?

Gnomes to stay on Calif. utility poles for now

OAKLAND, Calif. (AP) ? Small paintings of gnomes that have popped up on utility poles have become a community sensation in Oakland, prompting Pacific Gas & Electric Co. to say Tuesday that it will keep them in place for now.

The hand-painted portraits on 6-inch blocks of wood began going up last year in an apparent effort to brighten up the blue-collar California city. There are currently more than 2,000 of the images on utility poles, with many screwed to the bases.

The gnomes have red hats, white beards and brown shoes. Some of the images contain a mushroom.

Word that PG&E planned to remove the paintings sparked an outpouring of support from residents who said the gnomes add character to the city.

PG&E spokesman Jason King planned to meet Tuesday with the artist, who requested to remain anonymous, and a member of the City Council. The utility hopes to eventually relocate the gnome paintings from the poles to other spots in the same neighborhoods.

"We've received a lot of feedback from residents who love the gnomes," King told The Associated Press. "We're looking for solutions. We'll keep them where people can enjoy them."

King said PG&E did not want to encourage such installations, explaining a proliferation of such images could cause damage or make it difficult for crews to access the poles.

FACT CHECK: The stretched case against Chuck Hagel

WASHINGTON (AP) ? Republican-leaning groups opposing President Barack Obama's choice of Chuck Hagel to head the Defense Department have let loose a barrage of claims about the former GOP senator.

They say he endorses automatic cuts to the defense budget, that he wants to decimate the nation's nuclear arsenal, that his membership on the board of a major company that had a Pentagon contract is a conflict of interest that he's ignoring.

A look at Hagel's record suggests many of the contentions are overblown.

In statements and attack ads, the groups have sought to undermine Hagel's nomination in the weeks leading up to his confirmation hearing on Thursday before the Senate Armed Services Committee. His opponents face a tough challenge as Democrats have begun to rally around the president's choice, and the party has the majority votes to confirm the former two-term Nebraska senator, barring surprises.

Here's a look at the validity of some of the criticism of Hagel.

THE CLAIM: "We live in a dangerous world. Iran, North Korea, even Russia. But Barack Obama's nominee for secretary of defense wants America to back down. An end to our nuclear program. Devastating defense cuts. A weaker country."? An ad being run by Americans for a Stronger Defense in the home states of five Democratic senators up for re-election next year ? Alaska's Mark Begich, Arkansas' Mark Pryor, Louisiana's Mary Landrieu, Colorado's Mark Udall and North Carolina's Kay Hagan.

THE FACTS: Hagel has not proposed ending the nuclear weapons program, though he has supported deep cuts.

Hagel was co-author of a May 2012 study by the advocacy group Global Zero that called for an 80 percent reduction of U.S. nuclear weapons and elimination of all nuclear-armed intercontinental ballistic missiles.

The group argued that with the Cold War over, the United States needs no more than 900 total nuclear weapons. Currently, the U.S. and Russia have about 5,000 each, either deployed or in reserve. Both countries are on track to reduce the deployed strategic warheads to 1,550 by 2018, the number set in the New START treaty that the Senate ratified in December 2010.

The study said: "These steps could be taken with Russia in unison through reciprocal presidential directives, negotiated in another round of bilateral arms reduction talks or implemented unilaterally." The report was by Hagel, former ambassadors Richard Burt and Thomas Pickering, retired Gen. James Cartwright, a former vice chairman of the Joint Chiefs of Staff, and retired Gen. John J. Sheehan.

An arsenal of 900 nuclear weapons would not be an "end" to the U.S. nuclear program, but Hagel and the organization did raise the possibility of unilateral reductions. In a statement Monday, Burt and others defended Hagel and dismissed suggestions that they were "unilateralists."

The group running this anti-Hagel ad was formed recently and offers little information about itself on its website. Board member Mauricio Claver-Carone also is director of the US Cuba Democracy Advocates in Washington and favors tighter restrictions on the Castro government.

THE CLAIM: "Opposition is growing even more due to his support for sequestration of the military: huge budget cuts that the Joints Chiefs have already warned the Senate Armed Forces Committee would result in a 'hollow force.'" ? A Jan. 22 statement from Move America Forward, a California-based group founded by conservatives in 2004 to show support for U.S. troops.

THE FACTS: The group offered no evidence Hagel supports sequestration, the budget mechanism that will mean automatic, across-the-board spending cuts March 1 if Congress does not act to avert them. The White House says he opposes the mechanism, which came into play after Hagel left the Senate.

To be sure, Hagel has spoken about cutting Pentagon spending. In a 2011 interview with the Financial Times, Hagel said, "the Defense Department, I think in many ways, has been bloated" and "has gotten everything it's wanted the last 10 years and more."

The base defense budget has nearly doubled over 10 years, to about $528 billion this year. That doesn't include the billions spent on the wars in Iraq and Afghanistan.

Obama and congressional Republicans agreed in August 2011 on a deficit-cutting plan that would cut $487 billion from projected defense spending over 10 years. Democrats and Republicans also voted for automatic cuts of $55 billion this year if a special congressional panel can't come up with a sweeping deficit-cutting plan.

Defense Secretary Leon Panetta has warned against the approach of across-the-board cuts, and Hagel has given no sign that he has a different view.

THE CLAIM: "Now Hagel sits on the board of Chevron, which receives hundreds of millions in Pentagon contracts. ... How can Chuck Hagel run the Pentagon with so many ethical questions about his own record?" ? Ad by the American Future Fund, which is running a "Hagel No" campaign. The group describes itself as advocating conservative, free-market ideals.

THE FACTS: It's widely assumed that Hagel will be leaving the Chevron board, a move common for nominees who face the prospect of such ethical conflicts. The Senate Armed Services Committee has some of the most stringent rules for nominees for senior civilian positions in the Defense Department. The panel requires nominees to divest all financial interests in companies doing business with the department. Stepping down from any board would certainly be required.

The committee bases its decisions on the Defense Department list of companies with contracts valued at $25,000 or more. The list is 330 pages long and includes Chevron.

Senators unveil immigration reform as Hispanic influence grows

WASHINGTON (Reuters) - Reflecting the growing influence of Hispanics in American politics, a group of Republican and Democratic U.S. senators on Monday said they will move quickly with legislation giving 11 million illegal immigrants a chance to become citizens.

That new political reality, and a change in public opinion on immigration, makes this effort at comprehensive reform more likely to succeed than those of the past, they said, acknowledging that it still won't be easy.

"The Republican Party is losing support of our Hispanic citizens," said John McCain, a Republican from the border state of Arizona and one of the eight senators working on the initiative.

Another member of the bipartisan group, Democrat Charles Schumer, said the public's attitude has changed. "Four years ago they said 'fix the border.' Now they say they much prefer a comprehensive solution including a path to citizenship as well as fixing the border," the New York senator said.

In a Congress unaccustomed to Republicans and Democrats working together on anything, the bipartisan sponsorship alone was enough to elevate the proposal on Washington's agenda and generate excitement among advocates around the country.

"We're hopeful because the Republicans are meeting with Democrats," said Georgina Sanchez, an undocumented business owner in Phoenix, who was among a few activists who spent all night at a vigil for humane immigration outside the Arizona Capitol building. "It gives us a lot of hope."

The drive may pick up momentum Tuesday when President Barack Obama, in a visit to Las Vegas, lays out a vision similar to that outlined Monday by the Senators. Obama does not intend to unveil a new immigration plan of his own, an administration official said, beyond restating the "blueprint" for reform he rolled out in 2011, which called for an "earned" path to citizenship, with some additional details.

Whether the hopes will founder once details are added to the outline, remains to be seen. Translating the aspirations expressed by the bipartisan group into an inevitably lengthy and complicated bill will itself be a major challenge.

In an attempt to build support among lawmakers, the Senate proposal would couple immigration reform with enhanced security efforts aimed at preventing illegal immigration and ensuring that those foreigners here temporarily return home when their visas expire.

Under the proposal, undocumented immigrants would be allowed to register with the government, pay a fine, and then be given probationary legal status allowing them to work.

Ultimately, these immigrants would have to "go to the end of the line" and apply for permanent status. But while waiting to qualify for citizenship, they would no longer face the fear of deportation or harassment from law enforcers if they have steered clear of illegal activity after arriving in the United States.

Missing were potentially controversial estimates about the future flow of immigrants under the legislation and the timeline undocumented immigrants would face for winning citizenship.

In light of growing Hispanic electoral power - and with U.S. business demanding reforms to help them fill employment needs - leading Republicans have been urging conservatives to rethink both their positions and their rhetoric.

The Senate group included Republican Senator Marco Rubio of Florida, a favorite of the Tea Party movement who has helped garner support from influential conservatives.

Schumer said he hoped the Senate could pass legislation in late spring or early summer.

A bipartisan group in the House of Representatives also is close to unveiling its own immigration proposals, according to a congressional source with knowledge of the reform efforts. That is likely before Obama's February 12 State of the Union address to a joint session of Congress.

AN UPHILL BATTLE

Republican Representative Mario Diaz-Balart of Florida, a conservative who has taken a strong interest in immigration reform, praised the Senate outline.

Asked whether he thought a reform bill could pass the House, Diaz-Balart said: "I think we have a legitimate chance of presenting and passing legislation that will pass both the House and the Senate. It is, in a big way, an uphill battle."

Indeed, Republican Senator Jeff Sessions of Alabama, an opponent of past legislative efforts, on Monday delivered a Senate floor speech in which he acknowledged the need for reforms.

But he repeatedly complained that current immigration laws were not being enforced, especially ones prohibiting immigrants who need federal aid once they arrive in the United States.

"A large-scale amnesty is likely to add trillions of dollars to the debt over time," Sessions said.

James Carafano, an immigration and border security expert at the Heritage Foundation, which carries influence with Republicans, expressed concerns that the new initiative could be much like 2007 reform legislation "all over again."

He added that the earlier measure would have failed to fix structural problems in immigration by not effectively dealing with illegal border crossings over the long run.

The last comprehensive revision of the nation's immigration law was in 1986. Numerous efforts since then have encountered stiff resistance, especially from the conservative wing of the Republican Party, which as recently as the Republican presidential primary races in 2012 opposed anything resembling an "amnesty" for undocumented immigrants.

"When you legalize those who are in the country illegally, it costs taxpayers millions of dollars, costs American workers thousands of jobs and encourages more illegal immigration," warned Republican Representative Lamar Smith, who is the former chairman of the House Judiciary Committee.

The White House praised the group's efforts but warned that Obama would not be satisfied until there was meaningful reform. The president "will continue to urge Congress to act until that is achieved," a White House spokesman said.

Israel warns of attack on Syrian chemical weapons

(AP) ? Israel could launch a pre-emptive strike to stop Syria's chemical weapons from reaching Lebanon's Hezbollah or al-Qaida inspired groups, officials said Sunday,

The warning came as the military moved a rocket defense system to a main northern city, and Israel's premier warned of dangers from both Syria and Iran.

Israel has long expressed concerns that Syrian President Bashar Assad, clinging to power during a 22-month civil war, could lose control over his chemical weapons.

Vice Prime Minister Silvan Shalom said Sunday that Israel's top security officials held a special meeting last week to discuss Syria's chemical weapons arsenal. The fact of the meeting, held the morning after a national election, had not been made public before.

Shalom told the Army Radio station that the transfer of weapons to violent groups, particularly the Iranian-backed Lebanese Hezbollah, would be a game changer.

"It would be crossing a line that would demand a different approach, including even action," he said. Asked whether this might mean a pre-emptive attack, he said: "We will have to make the decisions."

Israel has kept out of the civil war that has engulfed Syria and killed more than 60,000 people, but it is concerned that violence could spill over from its northern border into Israel.

Israel deployed its Iron Dome rocket defense system in the northern city of Haifa on Sunday. The city was battered by Hezbollah rocket fire during a war in the summer of 2006. The military called the deployment "routine."

Iron Dome, an Israel-developed system that shoots down incoming short-range rockets, was used to defend Israeli cities during a round of hostilities with Hamas militants in the Gaza Strip, on Israel's southern flank, last November.

Yisrael Hasson, a lawmaker and former deputy head of Israel's Shin Bet intelligence agency, said Israel was closely following developments in Syria to make sure chemical weapons don't "fall into the wrong hands."

"Syria has a massive amount of chemical weapons, and if they fall into hands even more extreme than Syria like Hezbollah or global jihad groups it would completely transform the map of threats," Hasson told Army Radio.

"Global jihad" is the term Israel uses for forces influenced by al-Qaida. Syria's rebels include al-Qaida-allied groups.

Syria has rarely acknowledged possessing chemical weapons.

Prime Minister Benjamin Netanyahu referred to threats from Syria and Iran at a Cabinet meeting Sunday. Iran is Syria's main regional ally.

"We must look around us, at what is happening in Iran and its proxies and at what is happening in other areas, with the deadly weapons in Syria, which is increasingly coming apart," he said.

Israel views Iran as an existential threat because of its nuclear and missile programs and support for violent anti-Israeli groups in Lebanon and Gaza, as well as repeated references by Iranian leaders to Israel's destruction. Iran denies it is seeking to build atomic weapons, insisting its nuclear program is for civilian purposes.

On Friday, Israeli Channel 2 TV broadcast an interview with a former Iranian diplomat who defected to the West in 2010. He warned that if Tehran gets nuclear weapons, it would use them against Israel. He did not provide evidence.

Part of Mohammad Reza Heydari's job was to draft foreign scientists to work on Tehran's nuclear program and he brought many from North Korea into Iran, the report said.

Heydari spoke from Oslo, where he has received political asylum.

Amy Poehler working on 'non-linear' book

NEW YORK (AP) ? Amy Poehler is working on a book that appears to be a little bit of everything.

The star of "Parks and Recreation" and former "Saturday Night Live" performer has an agreement with It Books for an "illustrated, non-linear diary" with stories both true and invented.

Jokes, candor and life lessons are promised. It Books, an imprint of HarperCollins Publishers, announced Monday that the book is currently untitled and scheduled for 2014.

It's the first book for Poehler, who recently hosted the Golden Globes ceremony with Tina Fey, her good friend and author of the million-selling "Bossypants."

Obesity has become a global pandemic that could leave more than half of all adults worldwide overweight within two decades, experts said, calling for urgent action beyond just blaming people for lacking willpower.

Speaking at the World Economic Forum in Davos, health, nutrition and fitness experts said the world?s increasingly deadly obesity crisis needs to be tackled with the same determination policy-makers once took to fighting smoking.

With our food more and more unhealthy and our lives increasingly sedentary, answers are needed to address a crisis that is driving up diabetes, boosting heart disease and already killing 2.8 million adults per year, they said.

The current figure of 1.4 billion adults already overweight globally is set to soar, Linda Fried, dean of the Mailman School of Public Health at Columbia University, told a panel on obesity at the annual gathering of the global elite.

?In another 20 years, if things continue to increase the way they are, it may well be that 50-60 percent of the world?s adult population will be overweight,? Fried said.

?If this were an infectious disease we might call it a pandemic. It?s not regional, it?s global, it?s increasing rapidly, it?s continuing to escalate ? those are the basic definitions of a pandemic,? she said.

The first step to resolving the crisis, the experts said, is overcoming the instinctive reaction many have to obesity ? blaming the obese themselves instead of the conditions around them.

?In 30 years, the percent of the world?s population that is overweight or obese has doubled,? Fried said. ?There?s no evidence that there has been a collective global loss of willpower.?

The blame rests instead with the easy availability ? and relative cheapness ? of higher-calorie foods and increasing urbanisation that has led to less active lifestyles, the experts said.

Lisa MacCallum Carter, Nike?s Vice-President for Access to Sport, said obesity was linked to an ?inactivity crisis? as a result of urbanisation.

She said significant amounts of daily exercise from incidental movement had been lost, with for example people now sending emails instead of walking across the office to talk to a colleague.

She cited research showing that Americans are now 32 percent less active than in 1967, and if current trends continue they will be 50 percent less active by 2030.

In just half a generation, she said, the Chinese had also become 45 percent less active.

At the same time, the foods we eat are becoming less healthy, with fattier, higher-salt and artificial products easier to produce and distribute, the experts said.

?The ways we see markets working are accelerating these trends very rapidly,? said Marc Van Ameringen, executive director of the Global Alliance for Improved Nutrition (GAIN).

Some governments, as in the United States, are encouraging this by subsidising industrial food production, as with corn syrup, which is widely used in prepared foods as a sweetener and thickener, he said.

?Look at the money that goes into producing corn and corn-syrup products, compared to the subsidies that go into producing fruit and vegetables,? he said.

Fried said some policy-makers have taken encouraging steps to fight obesity, like Mayor Michael Bloomberg of her native New York.

His crusade against junk food has seen the city ban the sale of supersize soft drinks and require fast-food restaurants to label menus with calorie information.

The experts said steps like widespread calorie-labelling laws, limits on portion sizes and increased taxes on unhealthy food would make a difference.

Paul Bulcke, the CEO of Swiss food giant Nestle, said too much blame was being laid on food companies.

?It is a very complex problem,? he said. ?Yes, we are attacked, but that comes a bit from a society that wants to blame.?

He said Nestle supported ?meaningful labelling? of its products and that governments had an obligation to increase nutritional education.

MacCallum Carter of Nike said more had to be done to restore physical activity to daily life.

?On the nutrition side this problem is being looked at in a very sophisticated way,? she said. ?But we?re certainly not resolving the physical activity crisis.?

The experts said children needed to be involved in sport and individuals, companies and governments needed to work together to boost physical activity, for example by redesigning urban spaces to require more walking.

?We have a health emergency, it is global and it is of huge dimensions? We can only solve it together,? Fried said.

AT&amp;T to buy $1.9 billion worth of 700MHz spectrum from Verizon

Verizon has made a number of deals with smaller carriers lately to unload its 700MHz spectrum, and it's now struck a deal with a big one. AT&T announced today that it's buying a large swath of spectrum in the 700 MHz B band from Verizon for $1.9 billion in cash and AWS spectrum licenses. That spectrum covers some 42 million people across 18 states, including some areas that aren't currently covered by AT&T. Expectedly, the switchover won't happen overnight -- AT&T expects the deal to close sometime in the second half of 2013, assuming it gains the necessary regulatory approval. AT&T Agrees to Acquire 700 MHz Spectrum from Verizon Wireless

Dallas, Texas, January 25, 2013

AT&T* announced in an 8-K filing today that it has agreed to acquire spectrum in the 700 MHz B band from Verizon Wireless for $1.9 billion in cash and Advanced Wireless Services (AWS) spectrum licenses in several markets, including Phoenix, Ariz., Los Angeles and Fresno, Calif. and Portland, Ore.

The 700 MHz licenses to be acquired by AT&T cover 42 million people in 18 states - California, Colorado, Florida, Idaho, Illinois, Louisiana, Montana, New Mexico, New York, Ohio, Oklahoma, South Dakota, Tennessee, Texas, Utah, Virginia, Washington and Wyoming.

This acquisition complements AT&T's existing holdings in the 700 MHz B band and will allow AT&T to continue to quickly deploy 4G LTE services to meet demand for mobile Internet services on a wide array of smartphones, tablets and other devices. The company announced in November 2012 that it plans to reach 300 million people in the U.S. with its 4G LTE network by the end of 2014.

In conjunction with this transaction, AT&T will sell to Grain Management a single AWS license and will lease 700 MHz spectrum from Grain Management in three markets.

The transaction is subject to regulatory approval. AT&T anticipates closing the transaction in the second half of 2013.

French forces take airport, bridge in Gao, Mali

SEVARE, Mali (AP) ? French forces took control of the airport and a key bridge in the radical Islamist stronghold of Gao under the cover of darkness early Saturday, marking a significant inroad into the heart of territory held by the al-Qaida-linked extremists.

The move comes just two weeks after France launched its military offensive to rout the Islamists from power in northern Mali. It is unclear what kind of resistance they will face in the coming days

French and Malian forces came under fire in the morning and continued to face sporadic "acts of harassment," in the afternoon, said Col. Thierry Burkhard, a French military spokesman in Paris. He had no immediate estimate on casualties.

The Islamists first seized control of Gao and two other northen provinicial capitals ? Timbuktu and Kidal ? in April last year during the chaotic aftermath of a coup in the distant capital.

French Defense Minister Jean-Yves Le Drian announced in a statement from his ministry Saturday that jihadist fighters who encountered the advancing French and Malian troops "saw their means of transport and their logistics sites destroyed."

Before the joint air-land operations overnight, French forces carried out "an important phase of air strikes" around Gao and Timbuktu, with nearly 30 bombs fired from fighter jets over the previous two days, the military said.

More French and African troops and equipment were being sent to Gao, announced the French defense ministry. Troops from Chad and Niger "should arrive in the Gao area very soon," it added.

Elsewhere in Mali, French and Malian troops supported by a tactical air group carried out a night-time "reconnaissance offensive" toward Lere, "where several terrorist elements were noticed a few days earlier," the military said.

Two Rafale jets have been added to the campaign, bringing France's total deployment to 12 fighter jets as part of the code-named Operation Serval in Mali, the military said.

Nouhoum Maiga, a deputy mayor in Gao, confirmed Saturday that the French had come by land and air late Friday.

Gao has been under the control of the al-Qaida-linked Movement for Oneness and Jihad, or MUJAO, for months.

On Friday in a show of might, the Islamist radicals destroyed a bridge near the Niger border with explosives, showing that the extremists still remain a nimble and daunting enemy.

Since France began its military operation two weeks ago with a barrage of airstrikes followed by a land assault, the Islamists have retreated from three cities in central Mali: Diabaly, Konna and Douentza.

The Islamists, though, have maintained control of the majority of the territory in Mali's north, most importantly the cities of Gao, Kidal and Timbuktu.

The announcement that Gao's airport had been taken marked the first official confirmation that French and Malian forces had reached the city. Previously the closest they had been was Hombori, a town some 155 miles (250 kilometers) away.

The French currently have about 2,500 forces in the country and have said that they will stay as long as needed in Mali, a former French colony. However, they have called for African nations to take the lead in fortifying the Malian army's efforts.

There are currently some 1,750 troops from neighboring African countries, including Togo, Nigeria, Burkina Faso, Benin, Senegal, Niger and Chad.

The French-led mission began after the Islamists surged the farthest south yet and took the town of Konna. On Saturday, the Malian military allowed international journalists to enter the town for the first time since the conflict began.

Residents described the civilian casualties that took place during the French air strikes, including one that left three women and a child dead. Officials have said at least 11 Malians died in the military effort to retake the town.

Souleymane Maiga said the women were preparing food in the courtyard underneath a mango tree when he heard the helicopters overhead.

"I ran and hid between the walls of our courtyard," he said. "After it was over, I went to the house and I opened the door and that's when I saw that they were dead."

Only a toddler survived, Maiga said.

"They were one on top of the other. The baby was crying," he said. "I tried to feel for a pulse to see if there was any life, but I found that they were all dead."

A Los Angeles County gang member has been sentenced to death for the 2006 hate-crime killing of a black man.

City News Service says Judge Michael E. Pastor gave the sentence to 34-year-old Desi Marentes on Thursday, saying the evidence was overwhelming and the death is warranted.

He was convicted in September of first-degree murder for killing Eric Buckley in 2006 in East Valinda about 20 miles east of Los Angeles.

Prosecutors say Marentes shot Buckley 10 times as he walked to a bus stop after work.

The jury also found that the killing was gang related and Buckley was targeted because he was black, and recommended the death penalty.

Marentes said he didn't want to address the court. His attorney William McKinney said the execution will not benefit society.

Lehigh Valley Health Network Cancer Doctor Refutes Breast Cancer ...

A study published in the New England Journal of Medicine in November 2012 concluded that mammograms ?overdiagnosed? breast cancer ? detected tumors that would never have led to clinical symptoms ? in 1.3 million U.S. women in the past 30 years. In 2008, breast cancer was overdiagnosed in more than 70,000 women, or 31 percent of all breast cancers diagnosed, the study estimates.

After a report about the study was published in local newspapers, Gregory Harper, MD, PhD, physician director of Lehigh Valley Health Network?s National Cancer Institute Community Cancer Centers Program, wrote a column to reinforce the importance and effectiveness of regular mammograms.

?Until we can determine with confidence which cancers require treatment and which do not, screening is required to find as many cancers as early as possible,? Harper wrote. ?Which woman is willing to take the chance that the breast cancer growing in her breast does not need to be found or treated when no one ? not the woman, not the radiologist, not the surgeon, not the cancer specialist ? can know that her cancer will not kill her? The goal of screening needs to be to find cancer early.?

The Annals of Internal Medicine this month also published an opinion piece that takes a similar stance.

?Why Mammography??

The Morning Call recently reported the findings of another study questioning the value of screening mammography. The study, published in the New England Journal of Medicine, demonstrated an increase in the diagnosis of early stage breast cancer (as a result of screening), but also estimated that about 31 percent of all breast cancers detected by screening would not have led to medically significant symptoms. The number of cancers detected that would not have progressed to medically significant symptoms but were treated anyway is considered ?overdiagnosis,? and it is estimated that in 2008, 70,000 women were overdiagnosed by this definition. The authors conclude that screening mammography results in significant harm ? surgery, radiation therapy, chemotherapy and hormonal therapy, most often some combination ? that could (and should) be avoided in those women who don?t need it as a result of overdiagnosis.

The problem is that we do NOT know which women with early stage breast cancer do not need treatment.

Some additional clarification of the study findings is warranted. First, of the increased number of women diagnosed with early stage breast cancer, one third of them were women with a diagnosis of non-invasivecancer of the milk ducts (ductal carcinoma in situ, DCIS). Women with DCIS usually have the tumor removed (surgery) and if only the tumor is removed (lumpectomy), then the remainder of the breast is treated with radiation. In some patients (but not all), additional ?anti-estrogen? hormonal therapy is recommended to reduce the chance that the cancer will come back in the treated breast or that new cancer will arise in the opposite breast. Chemotherapy is NOT recommended in women with DCIS. So, for one third of the women with early stage breast cancer, chemotherapy is not given, and is therefore not causing harm.

For most women, a diagnosis of DCIS is good news, because for the majority of women, the diagnosed cancer will be cured with local therapy (surgery and radiation for lumpectomy, and surgery only for women who require removal of the breast ? mastectomy). Because we do not know which women with DCIS are at risk for either recurrence in the same breast, or a new cancer in the other breast, the current guidelines are to consider treatment for everyone. In practice, however, we do not treat everyone the same, and although local treatment to remove the DCIS from the breast is recommended for most patients, the hormonal therapy is limited to only those women who are at high enough risk for recurrence to warrant treatment. Many older women do not get additional hormonal treatment because the side effects and risks are simply not worth the benefit.

The authors make the case that better treatment of early stage invasive cancers have resulted in better outcomes. This is true. Better treatment has led to longer ?five-year? survival rates. But living five years is not the same as living cured, and the goal of chemotherapy and hormonal therapy for invasive breast cancer is to cure the patient. Again, because we cannot tell for sure which cancers are more likely to kill the patient and which cancers are not likely to affect the woman?s life expectancy, current guidelines recommend consideration of treatment for all patients. But, even in early stage hormonally sensitive (estrogen receptor positive, ER+) breast cancers, not all women get chemotherapy. And this gets to the central concern about decreasing screening mammography.

We are steadily learning how to tell which cancers need treatment and which do not. For example, in women with early stage ER-positive breast cancers, an analysis of the genetic pattern in their breast cancer will predict which cancers will benefit from chemotherapy and which will not. Thus, we now have the tools not to ?overtreat? those early stage cancers that do not need chemotherapy. We are beginning to use the same genetic assay to tell which non-invasive cancers (DCIS) will require radiation and which can be treated only with surgical removal.

The reality is that some cancers that are diagnosed do not require additional treatment and may have never become ?medically significant? if never discovered. Other cancers that are diagnosed, even if early, will lead to the patient?s death even with treatment.? And, still others, if found early, will be cured with treatment that if not given would result in the woman more likely dying of her breast cancer when it recurred.

Until we can determine with confidence which cancers require treatment and which do not, screening is required to find as many cancers as early as possible.? Which woman is willing to take the chance that the breast cancer growing in her breast does not need to be found or treated when no one ? not the woman, not the radiologist, not the surgeon, not the cancer specialist ? can know that her cancer will not kill her?

The goal of screening needs to be to find cancer early. The goal of research is to find out how to better determine what to do with cancer when it is found. If an early stage cancer can be predicted to not affect a woman?s life expectancy and will not grow to be a wound in her breast, then, by all means, leave it alone. Then, we can concentrate our treatments on those cancers that truly need to be treated.

Stocks open mixed on Wall Street; Apple plunges

NEW YORK (AP) ? A sharp drop in Apple's stock is sending the Nasdaq composite lower in early trading on Wall Street after the electronics giant predicted slower sales. Other market indicators were mixed.

Apple plunged 11 percent to $455 shortly after the opening bell Thursday. The company late Wednesday predicted that its sales would grow just 7 percent in the current quarter, a let-down for a company that has regularly posted growth rates of more than 50 percent.

The Nasdaq fell 20 points to 3,133. Apple is the biggest component of the technology-heavy index.

The Dow Jones industrial average rose 32 points to 13,809 and the Standard & Poor's 500 was flat at 1,495.

Netflix jumped 40 percent to $144 after surprising the market with strong subscriber growth and a profit.

Valley-wide College Business Expo & Employment Fair brings ...

Okanagan College?s School of Business and its Student, Graduate and Co-op Employment Centre are presenting the 6th Annual Business Expo and Employment Fair on Wednesday, Feb. 6, 2013. The event will feature 60 businesses from the Okanagan Valley and beyond - many of which will be hiring.

The Business Expo & Employment Fair will be held at the Kelowna campus of Okanagan College in the Atrium of the Centre of Learning Building from 10 a.m. to 3 p.m. The event will give students and community members the opportunity to speak and network with employers regarding career opportunities.

Merck CEO says jury out on raising good cholesterol

DAVOS, Switzerland (Reuters) - The jury is still out on the benefits of increasing "good" HDL cholesterol, but the strategy remains worth pursuing, despite recent setbacks, the chief executive of Merck & Co said on Thursday.

Confidence in the HDL thesis suffered a fresh blow last month when a major clinical trial of Merck's Tredaptive medicine failed. That followed earlier failures with two other HDL-boosting drugs from Pfizer and Roche.

The Pfizer and Roche drugs worked differently to Tredaptive, by inhibiting a protein called CETP, and Merck is also developing a key experimental product in this area.

Merck CEO Ken Frazier, speaking in Davos on the sidelines of the World Economic Forum, said the U.S. drugmaker would continue to press ahead with clinical research on HDL raising, even though the scientific case so far remained inconclusive.

"The Tredaptive failure is another piece of evidence on the side of the scale that says HDL raising hasn't yet been proven," he said.

"I don't think by any means, though, that the question of HDL raising as a positive factor in cardiovascular health has been settled."

Tredaptive, which is now being taken off the market in those countries where it was sold, combined an extended release form of niacin, to raise HDL, with a drug to cut the incidence of facial flushing that is a side effect of niacin therapy.

Merck is developing another drug called anacetrapib, which targets CETP and raises HDL cholesterol by much more than niacin, to see if it can reduce risks of heart attacks and stroke.

If that trial succeeds, anacetrapib would address a huge market, and the medicine could be a decisive factor in Merck's commercial success in the years ahead.

But investors' confidence in the whole approach of lifting HDL is shaky.

"It's certainly not a slam dunk, but I believe that given the properties of the drug, it is an experiment well worth conducting," Frazier said of the ongoing anacetrapib trial.

Anacetrapib belongs to the same cholesterol-ester transfer protein (CETP) class as Pfizer's high-profile drug torcetrapib, which was ditched in 2006 due to adverse side effects, and Roche's dalcetrapib, which was dropped last year due to lack of efficacy.

On both those fronts, Frazier believes the Merck product has an edge, since there is no evidence that it causes the unwanted side effects seen with torcetrapib, and it is also able to lower "bad" LDL, which Roche's product did not.

Another similar drug, evacetrapib, is under development from Eli Lilly.
