Ledecky wins 4th gold, set another WR at worlds

BARCELONA, Spain (AP) ? Katie Ledecky capped a brilliant world swimming championships with her fourth gold medal and second world record Saturday.

The 16-year-old American turned it on over the final laps to win the 800-meter freestyle in 8 minutes, 13.86 seconds. She powered to the wall like it was a sprint, not the last of 16 laps.

Lotte Friis of Denmark set the early pace but simply couldn't keep up when Ledecky turned it on, a repeat of their race in the 1,500 where the teenager broke the previous record by more than 6 seconds.

This time, Ledecky took down the mark of 8:14.10 set by Britain's Rebecca Adlington at the 2008 Olympics. Friis settled for another silver, and New Zealand's Lauren Boyle claimed the bronze ? the same order as in the 1,500.

Rain City Water Polo teams win at Nike Open tournament | Sports brief

Several Rain City Water Polo teams, including several Mercer Island players, traveled to the Nike Open Water Tournament in late July.

The 16U boys team played in the 18U bracket, winning the tournament, while the 14U boys team also played up in the 16U bracket, winning as well. The 16U girls team finished in third place overall.

Ten members of the Rain City Water Polo club were named to All-Tournament teams. They include: Taylor Powers, Chris Apodaca, Marco Stanchi, Nathan Miller, Conrad Gordan, Alicia Nordal, Mirei Yasuda, Olivia Mulholland, Annalise Nahlin and Claire St. Marie.

The teams are now participating in the U.S. Junior Olympics in Southern California.

Then in July 6, 1999, a 27-year-old man who stayed after the park closed and evaded security to enter the orca tank was found dead and nude, draped over Tilikum's back with his genitals bitten off. Tilikum's most recent victim was Dawn Brancheau, the SeaWorld trainer he crushed, dismembered, and partially swallowed in 2010. 'Almost all students of orca believe that they are deranged by captivity, some more than others. Tilikum's record puts him at one end of a continuum. There have been dozens of attacks on trainers by an assortment of orcas in the marine parks around the world. [The movie] "Blackfish" shows video from several of these episodes at SeaWorld,' writes Brower. 'What is remarkable about Orcinus orca in marine parks is not these rare episodes. What is remarkable is their monumental forbearance.' For its part SeaWorld is attempting to cast the filmmakers as the true villains, characterizing them as anti-captivity zealots. The company says '"Blackfish" is inaccurate and misleading and, regrettably, exploits a tragedy that remains a source of deep pain for Dawn Brancheau's family, friends and colleagues.'"

RIBA Shortlists Six Firms for New Building at London School of Economics


RIBA Competitions has shortlisted six architecture practices to submit designs for the new Global Centre for the Social Sciences at the London School of Economics (LSE). The teams include Grafton Architects (Ireland), Heneghan Peng (Ireland), Steven Holl Architects (U.S.), Hopkins Architects (Great Britain), OMA (The Netherlands), and Rogers Stirk Harbour + Partners (Great Britain).

The building, projected to cost $137 million, ?will become a place that inspires existing LSE students and will help attract new high-caliber students and staff to the school,? according to a statement from RIBA.

The shortlisted firms have until September to work on their proposals, with final interviews/presentations scheduled for October.

Zimbabwe churches urge peace after disputed poll

HARARE, Zimbabwe (AP) ? Zimbabwean church leaders urged Sunday worshippers to pray for peace after disputed elections gave longtime President Robert Mugabe a landslide victory in the presidential and parliamentary vote.

The Evangelical Fellowship of Zimbabwe asked its followers Sunday to wait for "dialogue to resolve outstanding issues with self-control and tolerance."

In pastoral messages given by priests, Roman Catholic churches, whose monitors criticized Wednesday's voting for widespread irregularities, called on Catholics not to be "consumed by bitterness that leads to violence."

"Peace in your heart brings calm. Trust and have faith," said Fr. Charles Kanongwa, a church leader.

Preparing for possible disturbances, however, Zimbabwean police mounted extra roadblocks in the capital Sunday, some manned unusually by officers with automatic rifles. Troops were camped downtown where water canon trucks were also stationed.

Mugabe took 62 percent of the presidential vote compared to opposition leader Morgan Tsvangirai's 34 percent, according to official results.

Tsvangirai rejected the vote as "a monumental fraud" and says he will challenge the results that also gave Mugabe's party a two-thirds majority in the 210 seat parliament, enabling it to alter aspects of the country's new constitution it opposed when the charter was being rewritten.

In the last elections in 2008, the opposition captured 111 seats to Mugabe's 99. Tsvangirai beat Mugabe in the first round of that presidential vote but boycotted a run-off to protest an onslaught of violence against his supporters.

"It is inconceivable Tsvangirai could now have lost by such margin. I am in a state of shock and disbelief," said Elizabeth Joseph, an Anglican worshipper in a well-to-do Harare suburb. "Our morning service has been more like a funeral."

"A mountain has fallen on us and I don't know how it can be moved," said Caiphas Zimuto, a worshipper at a Harare Pentecostal church aligned to the Evangelical Fellowship, an umbrella organization for scores of revivalist churches outside the mainstream Roman Catholic and Anglican groups.

Regional southern African monitors and observers from the continentwide African Union have demanded investigations into allegations of inflated voting by Mugabe's ZANU-PF party and the absence of an estimated 700,000 names of eligible voters from voters' lists.

While voting was largely peaceful on polling day, a complete audit of the lists and votes cast could take weeks, even if the official state election commission dominated by Mugabe supporters makes them available, independent observers say.

Mugabe's party denies vote rigging and says Mugabe, 89, could be sworn in for his seventh term in office since independence in 1980 after nine days are allowed for legal challenges to the voting outcome.

South African President Jacob Zuma, the chief regional mediator in Zimbabwe's decade-long political and economic crisis, congratulated Mugabe on his election victory and sought acceptance of the result from the losers, according to a statement issued from his office.

Mugabe's state radio on Sunday quoted Sydney Sekeramayi, his state security minister, saying voters gave the mandate to ZANU-PF to roll out and complete its massive black empowerment program that envisions taking over control of at least 1,100 businesses and companies that remain in the hands of foreign owners and the nation's small white community.

Critics of black empowerment and the often violent seizures of thousands of white owned farms since 2000 say few outside an elite of Mugabe party leaders and loyalists have benefited and many prime farms lie idle and several key blue-chip industries have gone into liquidation in the embattled economy.

Alfred Ndlovu, an executive with a chain of Harare food stores open for Sunday shoppers, said only inflows of new foreign investment would likely be able to rebuild the economy.

"From where I am sitting, that's not going to happen," he said.

Zimbabwe faced a return to empty store shelves and long gasoline lines that were seen before regional leaders forced Mugabe into a shaky coalition with Tsvangirai after the violent polls of 2008, warned Ndlovu.

"We could reach a critical mass where Mugabe can't deliver," he said, "and people won't tolerate it again."

Mormonism in Pictures: The History of the Church in the British Isles

In today?s Mormonism in Pictures, we feature photos of some significant sites in the history of The Church of Jesus Christ of Latter-day Saints in the British Isles.

This month in Preston, England, Mormons from around the United Kingdom will present the first official Church pageant to take place outside of North America. Church pageants are outdoor theatrical productions highlighting stories from Church history and the scriptures. The Church has a long history in the UK: Church members came to England over 175 years ago, a decade before they arrived in Utah.

Liverpool

The first missionaries sent abroad by the Church arrived in Liverpool on 19 July 1837, only seven years after the Church was founded, and 10 years before the first Mormon pioneers would settle Salt Lake City in 1847. Seven missionaries were sent, including two members of the Quorum of the Twelve Apostles. Hundreds joined the Church after hearing their message, and in 1840, those converts began to depart from this same harbor to join their fellow Church members in America.

Preston River Ribble

In the River Ribble, near Preston, Lancashire, England, missionary and apostle Heber C. Kimball baptized the first converts in England on 30 July 1837, only 10 days after the missionaries? arrival. Several thousand curious spectators watched the baptisms from the park-like banks. It was near here that the Church first took root in the British Isles. The Preston Ward, the Church's oldest continuing congregation, was founded in 1837.

Benbow home

In 1840, missionary and apostle Wilford Woodruff shared the teachings of the Church with John and Jane Benbow in their farmhouse in Herefordshire, above. They decided to be baptized shortly after and invited Woodruff to speak to members of their church, the United Brethren, a group of over 600 people.

Woodruff preached to members of the United Brethren and in five days baptized 32 people from the congregation, many in this pond near the Benbow home. Eventually, many members of the United Brethren, as well as their neighbors, joined the Church. Combined, there were about 1,500 converts to the Church from the Herefordshire area.

Gadfield Elm

The Gadfield Elm Chapel was built by the United Brethren in 1836 and deeded to the Church in 1840. It was the first building to be owned by the Church in England and one of the first chapels ever owned by the Church. As a missionary to the British Isles, Brigham Young preached at Gadfield Elm twice, once on 17 May 1840 and once on 14 December 1840.

The Gadfield Elm Chapel acted as the focal point of Church activity for thousands of Latter-day Saints. Around 1842, as many converts began to immigrate to the United States, the chapel was sold to help fund their journeys. Over the next 150 years, the chapel was used as a toolshed, a garage and a home, eventually falling into disrepair. In 1994, the property came up for auction, and a group of local Latter-day Saints joined together as the Gadfield Elm Trust to raise money to purchase and restore the building. This group then donated the building to the Church in 2004. Then-President Gordon B. Hinckley (1910-2008), traveled to England to accept the building as an official Church historic site.

Ledbury Market House

This marketplace in Ledbury, Herefordshire, was the scene of missionary activity as well as commerce. Wilford Woodruff visited the town many times while working with the United Brethren. Brigham Young spent a week in the town and directed others to find him from this marketplace.

Herefordshire Beacon

Pictured above is the view from atop the Herefordshire Beacon (Malvern Hills), the site of both a pre-Roman British fortress and a Roman fort. Wilford Woodruff went there to pray on several occasions. On 20 May 1840, he, Brigham Young and Willard Richards met there and decided to print the Book of Mormon and a hymnal with funds donated by John and Jane Benbow and Thomas Kington.

Queen Victoria Book of Mormon

In 1841, the first copies of the Book of Mormon to be printed outside the US were published in Liverpool, England, at the direction of Church leaders, including Brigham Young. Before Young left England in April 1841, he requested that a copy of the Book of Mormon be taken to Queen Victoria, who had begun her golden reign in 1837. Richly bound copies were made for her and for Prince Albert, and missionary Lorenzo Snow received an audience in 1841, at which time he presented the book to Her Majesty.

Scotland Bishopton River Clyde

The first Church missionaries in Scotland were Alexander Wright and Samuel Mulliner, Scots who joined the Church in Canada, then traveled back to their homeland to share the gospel. On 14 January 1840, Mulliner baptized Alexander and Jessie Hay of Bishopton in the River Clyde, above. It is believed that those were the first baptisms of the Church in Scotland. Mulliner also conducted the first Latter-day Saint sacrament service in Scotland, also in Bishopton.

Scotland Edinburgh Arthurs Seat

Overlooking Edinburgh, Scotland, is a natural feature known as Arthur's Seat. While presiding over the missionary work in Scotland, Orson Pratt came to Edinburgh in May 1840. He ascended Arthur's Seat multiple times. From there, he dedicated Scotland for the preaching of the gospel and prayed that he might find 200 souls who would accept his message. Before Pratt left the country, that prayer was answered. Because of that, local Latter-day Saints have sometimes referred to Arthur's Seat as Pratt's Hill.

Ireland

The first Church missionaries arrived in Ireland in July 1840. Several days after their arrival, missionaries John Taylor and William Black were headed toward the town of Lisburn, accompanied by a farmer from the area named Thomas Tait. As they walked, Taylor discussed the scriptures with Tait. When they came to Loch Brickland, Tait decided to be baptized in the lake, thereby becoming the first person to be baptized in Ireland.

Nauvoo

The first official emigration company left Liverpool for New York City on 6 June 1840. To pay for the trip, many British Church members worked several months or years prior to their passage or after arriving at their port of entry in America. Their eventual destination was the Church member-settled city of Nauvoo, Illinois, pictured above. By 1845, some 25 percent of the city's population was from the British Isles.

Hyde Park chapel

Between 1840 and the turn of the century, as many as 100,000 converts emigrated to join the main body of the Church in the United States. The number of Church members who remained in the UK was relatively small and remained so through much of the early 1900s. In the mid-1950s, Church membership in Britain began to increase. In 1961, the Church built the Hyde Park Chapel, pictured above, on Exhibition Road in central London as a place of worship. Since its establishment, the chapel has played an important role in the lives of Church members within the UK and abroad.? It was recently remodeled to include a variety of exhibits on principles of the?gospel of Jesus Christ, temples and the history of?the Church in?the British Isles.

Preston Temple

Today, the Church has over 185,000 members in the UK, as well as two temples: the London England Temple, dedicated in 1958, and the Preston England Temple, above, dedicated in 1998. A Church missionary training center is also located near the Preston Temple.

But is there a deeper meaning behind the newest craze overtaking the world?

Glitches in the games reveal hidden worlds, levels never seen before, characters never designed by the creators.
Is the world people now find themselves in hiding more than simple programming? Or is it simply woven around a reality that was already there?

The newest game of the world famous company "Siren's Song" has hit the market, beta testing already showing the highest approval rating that the game world has known for years. Ever since the Oculus Rift came out, improvements were made until the first full immersion virtual reality game boomed through the charts. Ever since the headsets and systems were sold, a small company rose to the highest perch among their competitors, leading the way for the games behind them.

The newest addition to the family is a simple free world game called "Exile". Players are given unlimited choices for their start up characters, allowed to pick their own class, race, and even the way they look. No restrictions towards what can or cannot be used.Throughout the game, a character will be able to make their way through the wastelands, full of the devious creatures and people that inhabit the terrain, towards various towns and wildernesses.

But as soon as the game went online... the world stopped and stared in awe.

Players were stuck, unable to log out or return to their actual lives. The virtual reality they had longed for was soon to become their own reality. Within days of millions of players logging in, news got out and the system was put on hold. Servers locked so that no more could enter. But as soon as the servers were locked from the outside....something within locked the programmers out.Now, with millions of people launched into a land not of their own making, something begins to slip in through the cracks.

First came the shadows and whispers, then the glitches that moved a player from one realm to another, then the NPCs began to move, talk, and move about on their own.

Quests begin to pop into players viewscreens on their own. Cryptic messages are delivered to individuals pointing towards a locked end level, and people begin to dissapear, only to be found later... changed. Beasts roam outside of their spawning areas, breed, and attack at will.

Something is going on in this world as it begins to shift and change daily, and it is up to the players to figure out what it is, and hopefully how to overcome it, before every player is changed, killed, or lost.

FOX Sports Next Midwest regional manager Allen Trieu and national recruiting analyst Jamie Newberg share their insights on Michigan?s latest high-profile commitments ? 2015 Tarpon Springs (Fla.) East Lake wide receiver George Campbell and 2015 Berea (Ky.) Madison Southern running back Damien Harris:

Sam Webb: (Allen) you were the first analyst anywhere to talk to and to talk about Damien Harris. Tell us about Damien, his game, what he brings to the table, and where you figure he will be in the rankings when all is said and done.

Allen Trieu: He was one of those kids that just popped off the film. It really took the first play of his film for me to go, ?Wow, this is going to be a guy!? This was his freshman season when we first started watching him. Obviously, great speed. He has been timed as low as 4.36 in some places.

I think whether or not you believe the validity of some of those times, if you?ve seen the guy play you know he can run. So whether or not he is truly a 4.3 guy or a 4.4 guy doesn?t matter. The kid has breakaway speed. He is one of those kids who has that knack for making people miss and for finding lanes even when they?re not there. You watch him on film reverse field, he?ll stiff-arm a guy here, juke a guy there, and he is gone. He has that sixth sense for that kind of thing.

I think Damien is potentially is the No. 1 guy in the Midwest. Kentucky is part of the Midwest for (FOX Sports Next). There are a few guys vying for that top spot in the 2015 class. I think Damien is in the conversation. I think he will be a top-50 national guy. I don?t know exactly where he is going to fall yet, but I think he is truly one of the handful of guys in the Midwest that stack up with anybody in the country.

Sam Webb: (Jamie) let?s start off with the guy in your neck of the woods in George Campbell. Give us your expert analysis on him.

Jamie Newberg: Well, first of all, he is a first-class kid. Obviously, in today?s game of football you want to be well represented off the field with the microscope these programs and kids are under. He?s a phenomenal kid ? probably equal or better than his talent, and his talent is extraordinary. At (Nike?s) The Opening he was one of, I believe, four underclassmen there and was singled out by Trent Dilfer as one of the two best receivers out there, which speaks volumes.

We all know year in and year out what a talented position receiver is, not just in Florida but across the country. George is a guy that I?ve been watching for two years now. You look at him and he has got a unique skill set because he is huge, he is long, and he is a legit sub-4.4 (40-yard dash) kid.

I went to his playoff game last year when they hosted Vero Beach (Fla.). Everyone was talking about him as a wide receiver and here he was dominant at defensive end with two scoop-and-scores, one of which was 99 yards. This is a kid that has the athleticism to play defensive end at the next level, to be a safety, obviously receiver, and maybe tight end.

I?ve been doing this long enough to know you never know how a kid is going to ultimately mature physically. And let?s keep this in perspective; he still has two more years of high school football to play before he ever gets to Ann Arbor. That?s why when I wrote in my analysis piece when he committed that there is a possibility he could emerge and grow into another position. Having said that, right now he is a receiver with great ball skills, he can get behind the secondary, and I believe he is one of those five-star type of guys.

We?re coming out with a preliminary ranking for this 2015 class here in the next couple of weeks, so we?ll see where big George settles in, but I would certainly recommend five stars for him.

Sam Webb: Were you surprised first of all that he committed so quickly, and then when he did pick that Michigan was the school he committed to?

Jamie Newberg: Yeah, I?m always surprised when these kids commit a year-plus ahead of time. That?s the way this thing is headed. We?ve all seen the acceleration of the process over the last three, four, or five years. When there are more commitments in June and July then there are in December and January, something is amiss. But that?s where this thing is going. That?s where it?s headed. There?s a big emphasis with the spring and summer camps and getting kids on campus as early and often as possible. The unofficial visits become more important than the official visits. Anytime a kid comes up to campus, especially an out-of-state out-of-region guy like George Campbell up to the big barbecue in Ann Arbor last weekend there?s always the possibility.

Obviously his teammate Mason Cole, another exceptional prospect, is headed that way. So he has heard a lot of great things about Michigan and now he has seen them up close and personally. From that standpoint it doesn?t really surprise me. But you know what? I?ve always looked at it as the early commitment only signifies who the team to beat really is. It?s far from over, especially when you have Will Muschamp and the Gators and Jimbo Fisher at Florida State in-state. They?re not going to give up on this kid. And let?s face it ? every program in the country is going to want to get George Campbell on campus between now and his national signing day, which is 18 months away.

Sam Webb: Let?s move on to another 2015 prospect you got a chance to see last year. He committed (a few days) after George Campbell, and that?s Damien Harris. Tell me about Damien.

Jamie Newberg: My daughter lives up in the Lexington area, so I went up to see her. (Allen) said, ?Check out this kid Damien Harris.? So I made about an hour drive south of Lexington and watch him play Lynn Camp.

The only thing I would question in evaluating Damien on that night was the competition level. He was definitely a man among boys playing against Lynn Camp. Nonetheless, this is a kid that physically looks as impressive as anyone you?ll see in this class of 2015. I had a chance to see him at the All American combine a couple of months later in San Antonio. He is really put together, he runs exceptionally well, has a great burst and acceleration. He is a kid that has an exceptional lower body, can break tackles, runs behind his pads ? I was very impressed.

I really, really want to see him in a setting where he is playing more against his peers or players of his caliber. That would be the only thing I would question with Damien Harris. If everything falls the way I think it will with him, I think he has a chance to be an exceptional college player at Michigan.

Sam Webb: As far as running style, body type, a combination of the two ? does he put you in the mind of anyone? And the same thing with George Campbell. Is there anyone that he reminds you of or that his play is kind of reminiscent of?

Jamie Newberg: I hate to put analogies and stuff like that on kids because it puts those great expectations on them ? not that we don?t do it already. I just think at the end of the day those two kids are great building blocks for that next group. (Michigan) has already got (Philadelphia St. Joseph?s offensive lineman) Jon Runyan Jr. and (Massillon, Ohio, Washington kicker) Andrew David. So four commits out of the gate here with 18 months to go with this class, it?s shaping up to be (good). But you know what? This is Michigan and this is how they should always recruit. I look at them like you look at Ohio State, USC, and some of these national programs (like) Texas. They should always recruit players of this caliber across the country and be top-10 programs when it comes to recruiting. It looks like they?re off to a great start for next season.

Sam Webb: You?re in SEC country, so this level of recruiting consistently by top programs is typical where you are. It?s atypical of Michigan, at least of late. From a national perspective what?s the opinion of how Michigan has done on the recruiting trail over the last couple of years and in the 2015 class already?

Jamie Newberg: You nailed it on the head. To challenge for that trophy, and I?m talking the big one at the end of the year, you HAVE to recruit consistently well year in and year out. That is why you see Alabama at the top. No one has recruited better than Alabama since Nick Saban has taken over in Tuscaloosa. Look at Bobby Bowden?s run in the 90?s. If you look at that era of Florida State football, nobody recruited better than Bobby Bowden. Why were Pete Carroll and USC always on top? They out-recruited everybody by a mile when he was the Trojans? head coach.

To be great in college football you have to recruit consistently well. What we?ve seen with Hoke and his staff since he has been there is every year it gets a little bit better ? and now they?re recruiting really, really well. So they?ve got to keep that bar high hit every single year, and try to exceed it. Because let?s face it, Urban Meyer is just south in Columbus. That guy knows how to recruit. He is bringing that SEC recruiting mentality up to Columbus. They?ve got to stay on par or beat the Buckeyes in terms of recruiting because it?s going to be those two teams banging heads and battling for that Big Ten title. So I think Michigan is off to a great start with this class.

In the 2014 class you?re talking about guys like (Paramus, N.J. Catholic cornerback) Jabrill Peppers. They?re ranked in the top 10 and they?re obviously off to a wonderful start for next year with a long way to go for both of these groups.

Kitimat ocean program set for oil tankers

A little-noticed federal ocean monitoring program around Kitimat is the clearest signal yet that the federal government is preparing the region for crude oil tanker traffic, Green Party MLA Andrew Weaver says.

Weaver was catching up on his scientific reading after the B.C. election when he stumbled on a line ? "almost a throwaway" ? in the April issue of Canadian Ocean Science Newsletter.

"A major initiative in planning is the complementary measures project for the area surrounding Kitimat British Columbia to support planned oil traffic," it says.

Government scientists who developed the system in the Gulf of St. Lawrence say it is to help "search and rescue, oil spill response and to ensure safe and navigable waterways."

Weaver said the project goes well beyond research, and represents a major ongoing budget commitment by Environment Canada and Fisheries and Oceans Canada to forecast ocean conditions for oil tanker traffic.

"My conclusion is, come hell or high water, the intention of the feds right now is to ship bitumen to Asia through Kitimat," Weaver said in an interview. "Whether it be through rail or through pipeline, it's going to happen, and I don't think that British Columbians are getting the whole picture here."

Environment Canada spokesman Mark Johnson issued a statement confirming the program was funded in the 2012 federal budget, under the government's "responsible resource development" initiative.

Its purpose is to "to improve the scientific understanding of diluted bitumen products and to improve operational capabilities to provide timely scientific assessment in the event of an oil spill.

"The Government of Canada is increasing research into non-conventional petroleum products to fortify Canada's marine prevention, preparedness and response capabilities.

"In terms of ocean forecasting, Environment Canada Meteorological Service of Canada will bring specific contributions to this overall goal in the provision of high-resolution surface winds forecasts along the complex waterways from Kitimat to Hecate Strait area, as winds play an important role as input to oil spill modelling assessment."

A federal assessment panel is preparing recommendations for the federal cabinet on the Enbridge Northern Gateway pipeline project, which would deliver diluted bitumen from Alberta to the Kitimat port.

Weaver said Ottawa's apparent rush to export heavy crude increases the pollution risk on land and ocean, and also works against development of a petrochemical industry in Canada.

Quinn signs bills to help ex-offenders get jobs

CHICAGO (AP) ? Gov. Pat Quinn signed a series of bills Saturday he said will help ex-offenders get jobs so they can stay out of prison and become productive members of society.

The Chicago Democrat said the measures also will give judges and prosecutors more options for sentencing non-violent criminals. He noted more than half of Illinois inmates return to prison within three years of their release, many because they go back to committing crimes to provide for themselves or their families.

"Formerly incarcerated individuals shouldn't face a life sentence of no job prospects and no opportunities to better themselves just because they have served time in prison," Quinn said during a ceremony at a church on Chicago's South Side. "These?new?laws will help them get back on their feet, contribute to their communities and keep one offense from becoming a life-long barrier."

The measures also could help Quinn gain support among progressive voters in advance of a 2014 Democratic gubernatorial primary. Former White House chief of staff Bill Daley, also a Chicago Democrat, has said he's running against Quinn. Four Republicans have announced they're running: state Sens. Bill Brady and Kirk Dillard, venture capitalist Bruce Rauner and state Treasurer Dan Rutherford.

The three bills signed into law Saturday were approved by the Democrat-controlled Legislature with bipartisan support.

One measure increases a tax credit for employers who hire qualified ex-offenders to $1,500 per employee. It previously was capped at $600. Employers may take the credit for up to five years. It applies to any ex-offender hired within three years of their release from prison.

Rep. Art Turner, a Chicago Democrat and lead sponsor of the bill, said he's hopeful more employers will take advantage of the credit.

"Programs like this must be part of a creative approach to reducing recidivism and addressing the larger challenges of unemployment and violence in our communities," he said.

Another bill creates a "second-chance probation" option for non-violent offenders. It allows some convictions to be cleared from a person's record after successful completion of at least two years of probation. It was sponsored by Rep. Tom Cross of Oswego, the Republican leader in the Illinois House, and Sen. Linda Holmes, an Aurora Democrat.

The other legislation ensures motions to seal or expunge a criminal record are heard in a timely manner and that court orders are delivered to the proper authorities.

Saturday's bill signings come one day after Quinn signed legislation to add several non-violent felonies to the list of offenses for which records may sealed. The offenses include theft, retail theft, forgery, possession of burglary tools and possession with intent to manufacture or deliver a controlled substance. Previously records were only eligible to be sealed for people convicted of prostitution or drug possession.

The measure also easily passed the Democrat-controlled Legislature, despite concerns from some critics that it would prevent employees from knowing whether they may be hiring someone with a criminal history.

The?new?law requires a person to wait four years from the termination of their last sentence before asking for their records to be sealed. They also would have to pass a drug test within 30 days before filing their petition to seal. If a judge grants the petition, the sealed records can no longer be seen by most potential employers or other members of the public, except by court order. Law enforcement agencies, however, still have access, and if the person is later convicted of another crime the court may order their sealed records to be unsealed.

State Sen. Kwame Raoul, a Chicago Democrat and a chief sponsor of the bill, said in a statement the legislation will help people who have been convicted of crimes to leave behind the stigma of a criminal conviction.

"When people have served their sentences, public safety and a sense of humanity demand that we give them the opportunities they need to stay out of prison ? a genuine chance at an education, a job and a future," Raoul said.

The lead sponsor in the Illinois House was Rep. LaShawn Ford, also a Chicago Democrat. Ford is under indictment for bank fraud but those charges were filed in federal court, so the legislation would not apply to him if he is convicted. He has pleaded not guilty.

Sweetwater football coach charged with DUI

(WBIR-Sweetwater, Tn) The Sweetwater High School football coach has voluntarily stepped aside, after he was charged with a DUI earlier this week.

According to a Loudon Police Department arrest report, Craig Franklin Moser was arrested just after midnight on Monday.? The officer said he saw Moser get out of the driver side of a white Dodge pickup truck that was parked at a gas station on Highway 72 in Loudon.? He said Moser "had a strong odor of an intoxicant about his person" and "red watery eyes."

He said he asked Moser if he had been drinking, and he said no.? Moser refused a field sobriety test.? After he was taken to the jail, Moser would not consent to tests to determine his blood alcohol content.

Moser was charged with 1st offense DUI and violation of implied consent.

Sweetwater High principal David Watts said school officials are aware of the arrest.? He said Moser voluntarily stepped aside as football coach while the legal process plays out.??He will continue to teach because there is no policy in place to prevent that.

Assistant Coach Mike Martin has been named interim football coach.

Growth of Global Solar and Wind Energy Continues to Outpace Other Technologies

Solar and wind continue to dominate investment in new renewable capacity. Global use of solar and wind energy grew significantly in 2012. Solar power consumption increased by 58 percent, to 93 terrawatt-hours (TWh), while wind power increased by 18.1 percent, to 521.3 TWh.

Global investment in solar energy in 2012 was $140.4 billion, an 11 percent decline from 2011, and wind investment was down 10.1 percent, to $80.3 billion. Due to lower costs for both technologies, however, total installed capacities still grew sharply.

Solar photovoltaic (PV) installed capacity grew by 41 percent in 2012, reaching 100 gigawatts (GW). Installed PV capacity has grown by 900 percent since 2007. The countries with the most installed PV capacity today are Germany (32.4 GW), Italy (16.4 GW), the United States (7.2 GW), and China (7.0 GW). Concentrating solar thermal power (CSP) capacity reached 2.55 GW, with 970 megawatts (MW) alone added in 2012.

Europe remains dominant in solar, accounting for 76 percent of global solar power use in 2012. Germany alone accounted for 30 percent of the world's solar power consumption, and Italy added the third most capacity of any country in 2012 (3.4 GW). Spain added the most CSP capacity (950 MW) in 2012 as well. However, Italy reached the subsidy cap for its feed-in tariff (FIT) program in June 2013, while Spain recently made a retroactive change in its FIT policies, meaning that growth in solar energy will likely slow in these countries in the near future.

The Asia-Pacific region now accounts for 17 percent of global solar use, leaving it behind only Europe. Solar consumption grew by 69.5 percent in the region in 2012, and Japan (6.7 percent of the world total) and China (4.9 percent) are now among the top five global solar energy consumers.

Due to slowing global economic growth, easing demand, and oversupply, there were significant net losses in the Chinese PV industry, which supplies more than half of the world market. The net losses have been exacerbated by growing trade wars between China and both the European Union (EU) and the United States after they accused Chinese companies of dumping solar panels on their markets. Overall, the United States added 3.3 GW of solar to reach a total installed capacity of 8.04 GW in 2012.

Total installed wind capacity edged up in 2012 by 45 GW to a total of 284 GW. In keeping with recent years, the majority of new installed capacity was concentrated in China and the United States, which reached total installed capacities of 75.3 GW and 60 GW, respectively.

LONDON (AP) ? Prince William gave guests at a charity polo match an insight into his newfound paternal duties Saturday, saying his mind had been stuck in "baby mode" thanks to his feisty newborn son.

William was playing alongside his brother Harry at the Audi Polo Challenge in the English village of Ascot. The match came less than two weeks after he and his wife, Kate, had their first child, Prince George, and William told spectators it was "good to get out of the house" for the afternoon.

The 31-year-old royal managed to score the winning goal for his team and was later presented with a miniature polo stick for his baby boy. He jokingly asked if he'd be getting some nappies ? the British term for diapers ? instead, telling guests he had to "pick some up on my way home."

Of his performance on the pitch, William said he was "in baby mode out there, thinking about nappies. I wasn't really in the zone." When quizzed about George, he said the little prince, who was born July 22, "likes to move around a lot. He wriggles a lot. He keeps on our toes."

The polo outing was William's first public appearance since the birth of his son captured the world's attention. Kate and the baby were not in attendance.

Time Warner Cable and CBS say they are trying to settle a fee dispute that has left three million customers without the network's programs.

A Time Warner spokeswoman say negotiations are ongoing. CBS says it expects talks to resume soon.

Neither side would say Saturday if there was a chance the standoff could end quickly.

Time Warner dropped CBS Friday in New York, Los Angeles, Dallas and several other cities. Each side is accusing the other of being unreasonable in a dispute over fees that Time Warner pays CBS to air programs.

Without a deal, Time Warner customers won't see CBS programs such as "Under the Dome." They'll also miss Tiger Woods trying for his 8th win at Firestone Country Club near Akron, Ohio. CBS is the nation's most-watched network.

Red Sox sign former University of Arkansas football recruit Jervenski Johnson

BOSTON ? The Red Sox have agreed to terms with Jervenski Johnson, an athletic outfielder from Louisiana who was at one point committed to play wide receiver for the University of Arkansas, and most recently, Southeastern Louisiana University, where he was going to play football and baseball.

Johnson, part of the class of 2013 at Amite High School (La.), only played baseball his sophomore and senior years of high school before playing travel ball this summer. At 6-foot-5, 190 pounds, he has a fluid swing but he's certainly raw.

Johnson is in Fort Myers, Fla., at the team's spring-training complex.

The Daily Star of Louisiana's Hammond County talked to Johnson about his decision to focus on baseball (subscription required).

"It was a hard decision for me,? Johnson said. ?Ever since I was small, my dad put me into baseball, basketball and football. I never had a favorite sport until now.

"I didn't really know too much about baseball. ... I have a lot more learning to go, because I don't really know too much."

4 ears of Silver Queen corn, cleaned, cut off cob

2 c. butter beans, cleaned

? c. red onion, finely diced

1 tbsp. sugar

1 tsp. lemon juice

Salt and pepper to taste

Pinch of cayenne pepper

16 oz. chicken stock

? bunch cilantro, coarsely chopped

Instructions

Combine all ingredients except cilantro and cook until tender or liquid is absorbed, depending on how firm you prefer your vegetables. Just before removing from heat, add cilantro.

Apparently it's the season for issues between networks and pay-TV distributors, as Dish Network customers in 36 networks are missing some of their local channels as of late last night. Dish and Raycom Media has failed to reach an agreement, so stations the network owns including ABC, CBS, Fox, NBC, CW and MyNetworkTV stations in 36 markets stretching from Cincinnati to Honolulu have gone dark. U.S. issues global travel alert, cites al Qaeda threat

WASHINGTON (Reuters) - The United States issued a worldwide travel alert on Friday warning Americans that al Qaeda may be planning attacks in August, particularly in the Middle East and North Africa.

The State Department travel alert was based on the same intelligence that prompted it to close 21 U.S. embassies and consulates on Sunday, August 4, chiefly those in the Muslim world, a U.S. official told Reuters on condition of anonymity.

"The Department of State alerts U.S. citizens to the continued potential for terrorist attacks, particularly in the Middle East and North Africa, and possibly occurring in or emanating from the Arabian Peninsula," its statement said.

"Current information suggests that al Qaeda and affiliated organizations continue to plan terrorist attacks both in the region and beyond, and that they may focus efforts to conduct attacks in the period between now and the end of August," it added, saying the travel alert would expire on August 31.

Among the most prominent of al Qaeda's affiliates is Al Qaeda in the Arabian Peninsula, a Yemen-based group whose attempted attacks included the Christmas Day 2009 attempt to blow up a Northwest Airlines flight from Amsterdam to Detroit.

U.S. security sources, speaking on condition of anonymity, said the threat was related to AQAP but there was not a specific target. They also said that it was aimed at Western interests, an assessment later confirmed by the top U.S. military officer.

"The intent is to attack Western, not just U.S. interests," General Martin Dempsey, chairman of the U.S. Joint Chiefs of Staff, told ABC News in an interview to be broadcast on its "This Week" program on Sunday.

"There is a significant threat stream and we're reacting to it," he said, adding that the kind of potential attack was "unspecified."

Britain said it would close its embassy in Yemen on Sunday and Monday. "We are particularly concerned about the security situation in the final days of Ramadan and into Eid," Britain's Foreign Office said in a statement, referring to the Muslim holy month which ends on Wednesday.

'SOME SPECIFICITY'

A U.S. official who spoke on condition of anonymity said the threat was serious and that the U.S. government had reacted in such a dramatic manner "because we have some specificity but not enough."

On Thursday, the State Department said U.S. embassies that would normally be open on Sunday - chiefly those in the Muslim world - would be closed that day because of security concerns, adding that they might be shut for a longer period.

The embassies in the following countries will be closed: Afghanistan, Algeria, Bahrain, Bangladesh, Djibouti, Egypt, Iraq, Jordan, Kuwait, Libya, Mauritania, Oman, Qatar, Saudi Arabia, Sudan, the United Arab Emirates and Yemen.

The consulates in Arbil, Iraq; Dhahran and Jeddah, Saudi Arabia; and Dubai, United Arab Emirates will also be shut.

The U.S. Embassy in Tel Aviv, which is normally closed to the public on Sunday, said all its facilities would be shut on Sunday and workers not essential for the building's security had been told not to come in.

It also said the American Center in Jerusalem and the Haifa Consular Agency would be closed on Sunday.

While the U.S. State Department routinely releases what it describes as a "Worldwide Caution" warning U.S. citizens of the general potential danger of attacks around the world, Friday's travel alert was based on more specific information, said one U.S. official who spoke on condition of anonymity.

The previous "Worldwide Caution" was issued on February 19.

U.S. officials declined to provide additional details about the intelligence that led them to close the diplomatic missions and to issue the worldwide travel alert.

However, a second U.S. official said there was no information on a specific target, which was the reason for the broad alert.

The chairman of the U.S. House of Representatives Foreign Affairs Committee, Ed Royce, said on CNN's "New Day" that he and several other lawmakers met two days ago with Vice President Joe Biden to discuss the threat.

Later on MSNBC, Royce said: "I believe that it is probably now prudent, given the fact that, in this case, we do have this intelligence, to take this step to make certain that we have fully protected our embassy personnel."

Mayor Rob Ford?s war on graffiti rolled out a new weapon Wednesday.

Ford heralded the awarding of a $400,000-a-year graffiti removal contract to Goodbye Graffiti with a press conference in Etobicoke?s West Deane Park. The new contract, which starts Thursday, bundles together graffiti removal for all the city?s divisions including transportation services, parks, Toronto Water, municipal licensing and standards along with Toronto Community Housing.

?I?m obsessed with getting graffiti out of the city and keeping it out of the city,? Ford said. ?As you know, I?ve been fighting since I was first elected to get this city as clean as possible by removing all the graffiti. Through Clean Toronto Together the city works with businesses and residents to keep our streets clean of garbage, graffiti vandalism and illegal postering.

?A cleaner Toronto, as you know folks, is better for everyone.?

Ford argued the contract takes his Clean Toronto Together campaign to ?the next level.?

?Everywhere that there is graffiti, I will guarantee that we will be removing it,? he said.

Before spraying graffiti off a wall in the park, Ford encouraged residents to report graffiti vandalism to his office or to the city?s 311 service.

?Or please call 911 if you witness graffiti vandalism in progress,? Ford said. ?All you have to do is take a picture and we will catch the culprit doing it.?

If someone sees someone engaging in graffiti vandalism, Toronto Police said it is appropriate to call 911 to get officers to the scene as quickly as possible.

?Whenever there is a crime in progress you should contact 911,? Const. Tony Vella said.

The mayor managed to clean about half the wall before leaving it for staff at Goodbye Graffiti to finish the job.

Brent Bowman, franchise owner of Goodbye Graffiti, joked Ford?s graffiti removal technique was ?a little bit off.?

?But I?m sure with a little more training he?d be just fine,? Bowman said.

Ford said he?ll stick to his current job.

?Obviously I?m going to monitor closely, we?re spending taxpayers? money on this,? he said. ?Let them go out and clean up city facilities and I?m sure everyone will be happy with what they do.?

Councillor Adam Vaughan complained about Ford?s anti-graffiti push.

?Every time he does this we get more graffiti,? Vaughan said. ?The graffiti artists see it as a taunt and they respond by tagging people ? usually it?s anti-Ford stuff.

?The way to deal with it is to deal with it the way it is presented to us, by stealth. You just deal with it. But these high-profile campaigns, they actually generate more graffiti than they clean. Some of this anti-Ford stuff is priceless.?
